Aindo at the Italian Senate: Approving the DDL AI Marks a New Paradigm for Health Data

The event "DDL AI: Towards a New Era of Health Data Management" at Sala Zuccari celebrated a historic legislative milestone for scientific research in Italy.

On September 17, 2025, the prestigious Sala Zuccari of the Italian Senate hosted the event “DDL AI: Towards a New Era of Health Data Management.” Promoted in collaboration with Corriere della Sera and supported by Senate Vice President Licia Ronzulli, the conference brought together institutional leaders, IRCCS representatives, and healthcare authorities. Moderated by Corriere della Sera editorialist Massimo Sideri, the discussion unfolded alongside the definitive Senate approval of the AI Bill.

This legislative milestone marks a fundamental shift for the Italian healthcare landscape. By recognizing the reuse of health data for AI model development as a matter of “significant public interest,” the law establishes a new paradigm that promises to accelerate scientific research. Furthermore, by creating an autonomous legal basis, it legitimizes the synthesis of health data, paving the way for faster clinical trials, reduced evidence-production times, and more effective disease prevention strategies.

Daniele Panfilo, CEO of Aindo, commented: “The approval of the DDL AI projects Italy into a new era of digital health. It is a genuine change of paradigm that will not only favor the advancement of research but will also allow for the construction of more intelligent, efficient, and future-oriented healthcare ecosystems.”

Davide Ruffo, Chief of Institutional Relations at Aindo, added: “Health data finally becomes a strategic tool for the protection of the right to health, as enshrined in Article 32 of the Constitution. We are proud to have led the debate on such a vital topic for the future of clinical research.”
